孟加拉国的人口总数居全球第8（在147570平方公里的土地上生活着大约1.53亿人），最近，孟加拉国因其在健康领域表现突出而受到称赞。根据世界卫生组织的报告，尽管面临21世纪的诸多挑战，但孟加拉国的婴儿及5岁以下儿童的存活率、国民的寿命和疫苗接种普及率都大大提升，结核病的控制也取得了显著的进步。
自1961年以来，孟加拉国卫生和家庭福利部，即卫生服务总局（DGHS），每年都会进行健康普查（地域勘察）。定期掌握这些情况有利于制定正确的战略议程。但另一方面，这些调查工作需要大量经费，而且不大容易实施。
以前，每年都需要靠人工采集和处理3000万张家庭表格；整个过程需要花费2年时间。显然，这种方法日益变得越来越让人难以接受。
不久前，孟加拉国当局根据他国及自身的经验作出决定，不再手工采集数据，而改用ICR（智能字符识别）方式自动采集数据。DGHS花费了很长时间来寻找GR表格处理高级解决方案。最终，行业龙头和专家Devnet有限公司提供了基于ABBYY FlexiCapture的高效解决方案
作为首个全国性ICR调查项目，这个项目在很多公职人员中引起了质疑和争论。以前，普查时采用的是纸质GR表格，在将近2年以后来处理这些表格时，表格已经严重损坏；而且，手写文字质量较差，也会影响识别结果；此外，统计员也没有足够的专业技能来参与ICR项目。鉴于此，有什么解决方案能够解决所有这些问题呢？
然而，Devnet在实施该项目的技术和管理方案时，表现出极高的专业水准，所有的疑虑也随之烟消云散。
在敲定项目细节之后，Devnet组建了包括处理服务器、扫描仪、ICR软件和归档数据库在内的整个基础架构，并着手实施该项目。公司选用ABBYY FlexiCapture作为核心技术，首次为孟加拉国政府机构提供智能字符识别（ICR）服务。通过文档处理扩展设置，用户可以删除原始图像上的颗粒和图像噪点，并矫正失真的图像，从而提升图片质量，尽可能地提升档案表格的识别准确度和视觉整洁度。
Devnet团队采用ABBYY FlexiCapture的开放API来编写脚本和规则，以便自动检测（有些情况下需要自动校正）人为引起的错误，如：关系编码混乱、家庭编号不一致、GEO编码错误等。此外，团队还设计了包括60000个常用头衔名称的综合词典，可以自动验证并修正表格中的此类个人数据。所有这些功能不仅有助于提高数据的准确性，也加快了文档处理的速度。
利用集成的表格设计技术 ABBYY FlexiLayout Studio，用户可以改善调查结构并制定表格布局，以便在未来的研究项目中获得更好的识别结果。此外，所有普查员都接受了必要的表格填写和处理培训。
通过以上方法，项目成功地实现了它的主要目标：在最短的时间内获得最准确的数据，以便进行后续分析并及时制定行动规划。这样，每年3000万张调查问卷只需要8个月就能处理完毕（而之前需要2年）。目前，每天可以处理10万页文档。
这些鼓舞人心的结果为该国其他政府机构实施类似的项目奠定了根基。
