韩国专利研究所成立于1946年，如今已更名为韩国知识产权局（KIPO）。在韩国，随着人们的知识产权意识的觉醒，每年申请专利、注册商标的数量都在成倍递增。为了应对与日俱增的专利申请，韩国知识产权局一直致力于简化申请程序，提高申请处理效率，缩短申请者的等待时间。
然而，由于申请专利时人们提交的产品规格书和图纸有着不同的格式：PDF、XML、TIFF或IPEG-文件，规格书正文部分又会引用图纸中的图号（但它们之间没有超链接），使用一般的OCR软件来处理和检查众多的应用程序集很耗费时间且识别度不高（大多数情况下，图纸中的图号被视为图的一部分，只有10-30％能够被提取）。这使得KIPO需要对文件及图纸的反复扫描识别，这一过程对于专利局和申请者来说都是很耗费时间的事情。为了找到合理的、最合适的解决方案，KIPO咨询了韩国最有经验的OCR技术专家——RETIA公司。
