南京水利科学研究院（NHRI）成立于1935年，原名中央水工试验所，是我国最早成立的水利科学研究机构。该研究所目前由水利部、交通部和中国电力联合管辖。
2008年，NHRI得到水利部的指示，要求将1949年至2007年的长江水文测试文件数据全部输入南京水利数据库。该数据将在日常的长江防洪工作中发挥积极作用。
项目
南京水利数据库的构建基本经历了两个阶段：准备阶段和实施阶段。准备阶段包括相关信息的收集、整理和分析。实施阶段则是利用软件将信息输入到南京水利数据库。
接到任务后，NHRI开始分析需要输入到数据库中的数据。当他们最终发现需要处理多少数据时，他们震惊了。项目共包括6000多个文件。每个文件包括近60年里收集的数百页资料，它们囊括了该时期所有的水文测试数据。如果以人工操作，按照工作人员数量和人工输入速度，以及需要输入的数据量（包括校对），预估工作时间为5年左右，这远远超过了水利部设定的2年时限。
为了在短时间内出色地完成这个任务，项目组开始在中国市场上寻找合适的OCR处理软件。他们要寻找一种具有较高的识别精度、可靠的数字识别能力和版面还原功能，提供强大的技术支持服务，且具有强大的扩展能力的软件解决方案。
在仔细测试了一些中国的OCR软件之后，NHRI对于其数字识别能力并不满意。所有文档的交叉表行和数字都混杂在一起，这将导致后续校对和数据编译非常困难。
ABBYY 在中国的合作伙伴数码信息技术有限公司（DIT）发现了这种情况，他们联系了NHRI，并演示了ABBYY Recognition Server。这是一种基于服务器、功能强大的OCR解决方案，专用于整个企业的大批量文档自动转换。这个解决方案提供了有效的自动和手动验证工具。就后者来说，它提供了专用于校对和纠正已识别文本的客户端验证站。客户可以通过配置Recognition Server，来验证所有识别出的页面、某一种文档类型，或仅仅验证存在质量问题的那些页面。
为了更好地了解该产品，NHRI检测了不同分辨率和扫描设置下的识别准确度。结果表明，ABBYY Recognition Server是唯一让NHRI团队满意的产品。
为了提高文档转换效率和速度，NRHI决定购买高速扫描仪并更新计算机硬件。此后，DIT帮助NRHI安装和测试了该软件，并对他们进行了深入培训。
ABBYY Recognition Server卓越的识别精度和版面还原能力赢得了客户的赞赏。它极大地降低了客户的人力成本，提高了效率。通过使用ABBYY Recognition Serve，NHRI将操作员人数从10个减少为3个，而每天的文件处理数量则从50个上升至250个。他们因此将ABBYY Recognition Server推荐给了中国水利部。
