VTB Bank一直以渐进式的发展战略做指导，始终运用最新自动化工具和服务来提高业务效率。在2013年初，为实现战略目标的稳步增长和利润的大幅度提升，VTB银行总办事处针对本银行俄罗斯境内的下属部门推出了“区域网络改革”大型项目，项目涉及110多家地方分支机构共1023个办事处。改革的目标是改进系统并实现关键业务流程自动化。
VTB Bank针对自身办公特点提出了让冗长复杂的办公流程变得简单快捷的改革思路。一般来说，VTB Bank每天总共需要处理36,000的文件，包括申请表、身份证、发票、付款凭证等。为此，VTB Bank成立了3个文件处理中心——OSC，以支持整个俄罗斯的分行网络（超过1000个办事处）。

降低人工录入成本
付款单据的处理方式也一样。当前台出纳员接受客户提交的文件后，他们也利用ABBYY FlexiCapture对纸质文件进行扫描。扫描件会自动发送到一个OSC，那里的操作员会进行文件识别并捕获必要的数据，然后将数据发出去接受验证。最后一项工作由单独的一群专门处理付款单据的操作员来完成。之后，数据立即被传送到自动银行系统。需要注意的是，所有负责监督和执行付款的稽核员，现在都不在地方办事处工作，而是在OSC工作，这降低了VTB银行庞大的分行网络中劳动密集型人工录入的成本。
